The Legitimacy of Public Service Media in the 21st Century: The Role of Audience Analysis

The dissertation thesis addresses the current position of European public service media. After many years in the position of naturally monopolistic broadcasters, these media are competing for attention not only with a number of private media but also with an unlimited number of online platforms. The thesis analyzes the main potential threats to the legitimacy of public service media and gradually describes the normative requirements that are imposed on public service media primarily by legislation, but that also arise from a socio-historical context. Furthermore, it describes technological trends in the media sector that influence media consumption patterns. Finally, it covers the transformation of the relationship between public service media and their audience. The audience and their expectations are identified as the key source of public service media legitimacy. The research in the thesis aims to analyze to what extent and how the public service media in Europe use audience analysis when defending their own legitimacy. It also presents specific recommendations and results of the author's own quantitative pilot research on a representative sample of the Czech population, which verifies the potential of some of these recommendations on the example of the Czech Television's perception.
The History and the Presence of Czech Radio's Programme O Roma vakeren (The Roma Speak) - A Radio Montage

O Roma vakeren (translated from Romani as "The Roma Speak") is a Czech Radio program that informs listeners about Romani life in the Czech Republic and around the world. It is produced by the Romani editorial office, which was established shortly after the establishment of the independent Czech Radio nearly thirty years ago, and by broadcasting it, the radio seeks to fulfil its role of a public service medium. In its practical part, this bachelor thesis deals with both the history and the presence of this programme in the form of a radio montage. The resulting montage is based on the answers of the programme's creators recorded by the author and archival sound recordings from the history of Czech Radio. The theoretical part of the thesis introduces the reader to the Romani national minority in the Czech Republic and presents the domestic Romani media, which almost without exception began to emerge after the regime change in Czechoslovakia in the late 1980s.
The Content of Public Service in the Czech Republic: Public Service through the Eyes of the Membership of the Czech Television Council and the Czech Radio Council

The diploma thesis deals with the topic of public service, public service media and selected attributes associated with their functioning, specifically the reflection of selected topics from these areas by members of public service media control bodies - the Czech Television Council and the Czech Radio Council. In the theoretical part, it first introduces various approaches to the concept of public service, introduces the public service media, their tasks and development. It also deals with the media system of the Czech Republic, focusing mainly on the Czech public service media, their control bodies and development. It also seeks to anchor the concept of public service in Czech legislation. In short, it presents the BBC as the ideal of public service media. It also discusses the evaluation of the public service in more detail on the example of Czech Television, Czech Radio and the BBC. Finally, it identifies the current position of public service media, their tasks and problems. The position and the function of the public service radio in the age of multimedia

The master thesis The position and the function of the public service radio in the age of multimedia deals with changes of production of Český rozhlas (Czech radio) from 2005 till the present time in connection with the beginning of multimedia technologies. The most important chapteres of the theoretical part introduce definitions of basic concepts which are important basis for the analytical part: multimedia, media convergence, concept of active audience, interactivity and digitization. Another chapteres deal with public service media and technological and cultural development in the territory of Czech republic. The aim of practical part is to analyze technological changes, which happend in Český rozhlas after beginning of multimedia era, by using the method of case study. The purpose is to do complex introduction of multimedia platforms by means radio mediates its production. Another aim is to find out, how multimedia influence interaction between radio and its audience. The master thesis focus on the analysis of social networks through which Český rozhlas communicates with audience. The text also deal with the question, if beginning of multimedia era influences forms of traditional formats of broadcasting or if new formats emerge.
Transformation of eastern european media presented on public broadcasting establishment

The viewership of public service media in post communist countries of the so-called Eastern Bloc is steadily declining. The need for their support brings about a question about the future of PSB model. The shape of public service remit differs across the selected countries of the Visegrád Group despite the former similarities. This study is trying to provide the reader with a solid comparison of the evolution of public service broadcasting from 4 points of view: regulation, politicization, viewer's attractiveness and sources of funding. The analysis should shed some light into the discussion of future role of PSBs in post-communist democracies. The first part of this thesis is focused on the history of former Czechoslovakia, Hungary and Poland with stress on the broadcasting media and their regulation until 1989. It is followed with the key part analyzing the establishment of dual system, transformation of state-owned media into public service broadcasters and the setting up of the first democratic broadcasting laws. Next chapter describes the current state of European broadcasting regulation and its impact on member states' broadcasters. The closing part evaluates the major differences in compared public service media and provides possible implications for further development of PSBs.
Emotion expressed in public space communication

This study focuses on the internet as a public space and explores the emotionality of this area. It is also approached as a case study which investigates the relationship between emotionality and commercialization. In the theoretical part, the concept of the public space and especially its changes that came with the internet and social networks is specified for the reader, to provide a general overview essential to the results of this work. Furthermore, the theme of the communication via internet is defined and the identification of emotions in media communication is explained in the theoretical part. The practical part analyses in which intensity the mass media use the tools of the expressibility on their facebook profiles. These mass media were purposely chosen, one being commercial and the next one the public service television, whose function is to support the social cohesiveness and to cultivate the language. The representatives are television TV Nova and radio Rádio Impuls as the commercial media, television Česká televize and radio Český rozhlas as the public service media. The findings of this thesis provide the insight into the issues and point out the difficult position of the public service media on the social networks.
Public Broadcasting Media in Poland and in Czech Republic in 2014-2018

This thesis deals with the comparison of Polish and Czech public television system, the amendment to the media law designed by the Polish government's Law and Justice party in the years 2015 and 2016 and how this amendment reflected on the current state of Polish public television. In the comparison was used the Compliance method and four independent variables were defined: the definition of objectives and missions of public service media in Poland and the Czech Republic, the control bodies of Polish Television and Czech Television, the funding of Polish Television and Czech Television and the program offer of both televisions. Expert interviews conducted with Polish media experts personally or by telephone and media laws in both countries served as the main sources of the research. The main aim of this diploma thesis is to determine to what extent the media systems of public service televisions differ in both countries and how they are similar. The thesis focuses mainly on the relationship of political power and the media, answers the question of how political power in both countries seeks to enter into the financing and control of public media.

The future form and the functioning of public service media is currently a widely discussed issue in European countries, not only among professionals but also among politicians and the general public. The aim of this thesis is to map the form of this discussion in Germany, whose public media has so far a strong and irreplaceable position in media system. The first part of the thesis will be focused on the history of the public service media and the description of their current state (structure, functioning, legal regulation, etc.). The second part will deal with the debate on the existence and form of public service media, which is currently taking place in Germany. In particular, the question of the form of the existence of these media in the digital environment, their financing, the range of services they provide and others are discussed.
